Annettie Machuca brings over 35 years of executive management experience across both the private and public sectors. She has spent more than 20 years dedicated to transforming public housing operations through innovation, regulatory expertise, and heart-led leadership. She is known for her rare ability to simplify complex regulations, build agency capacity, and lead teams through transformative change with compassion and clarity.
Annettie didn’t set out to work in affordable housing—it found her. What started as a spontaneous job interview quickly turned into a calling. Since then, she has served as Acting Section 8 Director for major agencies including Miami-Dade Housing Agency, Tampa Housing Authority, Sanford Housing Authority, and Indianapolis Housing Agency. Her work has spanned agency turnaround projects, operational restructuring, policy modernization, and nationwide consulting for both urban and rural PHAs.
While leading a transformation effort at the Tampa Housing Authority, Annettie helped rebuild not only the physical infrastructure—literally knocking down walls—but also reimagined how housing authorities could operate with greater accountability and impact. It was that project that planted the seed for what would become AMA Consulting Group: a firm built to elevate housing agencies and deliver the level of service every community deserves.
As one of the few consultants with deep, ongoing connections in Puerto Rico, Annettie leads a culturally rooted, bilingual team that understands the regulatory, cultural, and logistical nuances of the island. Born and raised in Puerto Rico herself, she designs practical, customized solutions that honor the people behind the process while advancing housing outcomes.
A champion for mentorship and hands-on learning, Annettie promotes cross-training, internal SOP development, and collaborative leadership models. Her approach ensures that vital knowledge isn’t just retained—it’s shared, applied, and built upon.
Her message to the industry is simple: “Stay humble. Learn the regulations. Serve your community.” Because for Annettie, this work is not about checking boxes—it’s about changing lives. As she reminds every new professional entering the field: “Today it’s them. Tomorrow, it could be us.”
