Streamlining Success: Removing Barriers and Innovating in the Housing Choice Voucher Program

The Housing Choice Voucher Program (HCVP) provides essential support to countless families. Yet, the process of unit and landlord approval often faces hurdles, risking the loss of eligible units in a competitive rental market and affecting the program’s viability.

Here’s a few strategies on how to innovatively streamline the process and effectively remove barriers.

1. Barriers to Housing Choice Voucher Program Efficiency

First, you have to identify the barriers in your HCV program processes. Long approval times, complex paperwork, and lack of communication often cause delays. Understanding these challenges and how they impact the success of your program is the starting point to solving them.

Our Innovative Strategy: Survey landlords and tenants to pinpoint frustrations and identify where improvements are needed. Consider hosting roundtable events where your participants can speak freely about the hurdles they are running into throughout your program processes. And then ask yourself:

  1. Logistically, can it be changed?
  2. Do you want to change it?
  3. Do you have the capacity to change it?

You have to be able to answer “yes” to all three of these questions in order to implement any changes. This is where clear and open communication really matters. If your participants are giving you all the feedback and they never see anything come to fruition, that will cultivate mistrust which will only further perpetuate the barriers you are trying to overcome.

2. Simplify Paperwork for Landlords and Tenants

While paperwork is necessary, finding ways to streamline both the amount of paperwork and the process through which it is completed and submitted can make our programs so much more accessible to those who need it.

Our Innovative Strategy: Simplify paperwork with plain language and clear instructions. Provide a secure drop box for paperwork submission available at all hours without an appointment. Digital forms and online portals can replace traditional formats, making it easier for landlords and tenants to submit necessary documents, especially for elderly and disabled families. Online platforms provide real-time access to information for all parties and make crucial information easily available in a variety of accessible formats such as alternative languages, large print, and Text-to-speech (TTS).

Consider providing computer access at your PHA location for participants who may require it. Another option would be to partner with local libraries to provide computer access and assistance to participants who struggle with digital platforms.

3. Leverage Technology for Faster Inspections, Approvals, and Payments

One of the biggest bottlenecks in PHAs is the inspection and approval process. If you are a landlord with an empty unit, or a tenant whose current lease is ending, spending months waiting for unit approval and the first payment does not work. It forces landlords to either continue losing income or to rent to a market renter instead of an assisted renter. It also puts a bad taste in their mouth for partnering with the program in the future. It creates housing instability among tenants where they may be forced out of their current homes before they are able to move into their new home.

Our Innovative Strategy: Use technology to streamline inspections, approvals, and payments. Make sure all your landlords are set up to receive payments by direct deposit only to make payments quick and eliminate the potential for lost or stolen checks. There are some great apps and programs for scheduling, conducting, and reviewing inspections that can speed up the inspection process, reduce administrative burdens, and encourage landlords and tenants to engage with the program.

4. Foster Clear Communication with Landlords and Tenants

Clear communication is critical. And when you prioritize good communication, you show your participants that you value them. When someone calls in or has an appointment, your staff should be able to locate applicable information and assist participants efficiently. Your families and landlords should have easy access to program information and updates at all times.

Our Innovative Strategy: Set up dedicated hotlines or chat systems for landlords and tenants to get fast answers to their questions. Regular updates, including confirmations of received submissions, can keep everyone informed, build trust and reduce frustration. A great way to do this is to have a dedicated page on your website that is maintained on a regular basis with any updates or new information. You can also send out regular email or text message alerts. Having procedures in place for your staff to clearly and accurately document each step of the process allows for easily accessible updates to be given to families and landlords when requested.

5. Offer Incentives to Encourage Landlord Participation

Just about every PHA we know has a shortage of landlords. The reasons for this are multifaceted, but the struggles we are talking about today play a big part. Many landlords either don’t understand how the program works, or they believe it will be more trouble than it’s worth to participate. So, you have to get creative about how to show landlords that partnering with your PHA is a mutually beneficial arrangement.

Our Innovative Strategy:  Offer incentives for landlords to participate in your HCV program. Speedy and guaranteed payments, bonuses, and perks for quick compliance and loyalty can motivate landlords. Make the benefits of participating clear and compelling. Consider hosting a landlord event where they have the opportunity to ask questions and learn how the program really works. Building strong relationships with landlords is key. Engage regularly through meetings or webinars to understand their needs. A supportive relationship leads to a smoother approval process and higher landlord retention.

6. Use Data Analytics to Improve Efficiency

If you don’t know your numbers, you are driving blind. Regularly reviewing the data surrounding your agency’s operations can help you identify problem areas and target your efforts effectively. Some KPIs you should be tracking could include:

  • Occupancy and Utilization Rates
  • Lease-Up Execution
  • Inspection Pass/Fail
  • Rent Reasonableness Compliance
  • Recertification Rates
  • Overpayment and Underpayment Resolutions
  • Landlord Retention
  • SEMAP Scores
  • HUD Reporting
  • Waitlist Management
  • FSS Enrollment
  • Terminations

Our Innovative Strategy: Leverage data analytics to identify bottlenecks, patterns, and areas of opportunity. Analyze where delays are occurring in the approval process and develop data-driven strategies for improvement. These valuable insights lead to more efficient program operations.

7. Pilot New Approaches to Streamline HCV Processes Slowly

All of these positive changes and new ideas are amazing, but you don’t want to go all in on something that could potentially have significant negative impact to your agency and your participating families and landlords. Jumping all-in without first testing the processes, procedures, and results of any new idea could drain valuable resources you can’t recoup. Staff, time, energy, and funding are all required to implement new ideas. PHAs are already operating with tight budgets and staffing shortages so they need to be careful and responsible to put resources where they can do the most good for their community.

Our Innovative Strategy: Pilot innovative solutions on a small scale before full implementation. Test ideas like streamlined inspection checklists or automated approval systems in select areas. Small scale testing minimizes risk and provides insight into potential issues and costs that could have a significant impact on a larger scale. Gather feedback and expand successful initiatives.

8. Commit to Continuous Improvement

No matter what changes you implement or how well your agency is performing, you must be dedicated to the process of improvement.

There is always room to do better.

Our Innovative Strategy: Adopt a mindset of continuous improvement. Regularly review and refine processes. Stay open to new ideas and remain flexible. The current demands of our industry require a fluid and adaptable approach in order to succeed and advance.

Conclusion: Enhance the Housing Choice Voucher Program with Innovation

Streamlining the unit and landlord approval process in the Housing Choice Voucher Program is crucial for retaining eligible units in a demanding rental market. You can make the process more efficient and attractive to landlords by implementing these strategies to bolster program viability. Employ innovative approaches to streamline processes, thereby enhancing program effectiveness and ensuring that more families find the housing they need, when they need it.
