Overview

In this training module, we will cover how eligible participants in the Housing Choice Voucher Program can move from one PHA jurisdiction to another. This process is called portability.

In the Housing Choice Voucher (HCV) program, an eligible voucher holder can lease a unit anywhere in the United States, as long as a PHA administering a tenant-based program has jurisdiction in the area in which the unit is located.

This training will help you familiarize yourself with the following topics:

  • PHA Jurisdiction
  • Requirements for portability
  • Absorbing vs Billing
  • PHA and family responsibilities
  • Denials and limitations

As always, you will want to be familiar with your PHA’s administrative plan and any PHA specific regulations regarding portability to ensure that you have the most current and accurate information.

Make sure to take notes, go back over anything you don’t understand, and write down any questions you might have so you can be as prepared and successful as possible in your role with the HCV program.
