HUD’s 2026 Operating Cost Adjustment Factors notice. HUD’s notice sets the 2026 OCAFs for eligible multifamily properties and opens a 60-day public comment period on the methodology and data sources used to calculate the factors. The notice also reflects that OCAFs are available as a rent adjustment method for certain PBV contracts following recent statutory and regulatory changes.
