EHV Services Fee Recapture and Portability Notice Effective Date

PHAs that received EHV services fees should begin applying the revised service fee closeout and portability requirements as of this date. Notice PIH 2026-02 is effective upon issuance. It revises the EHV services fee reconciliation and closeout process, provides for HUD recapture and reallocation of unobligated or unspent service fee funds, and changes portability policy to allow certain receiving PHAs to absorb incoming EHV families into the standard HCV program subject to budget authority and ACC availability.
