Reduced Elevated Blood Lead Level Implementation Notice Publication Date

Publication date of HUD’s joint notice on implementation of the reduced elevated blood lead level response threshold in certain assisted target housing. HUD issued joint Notices CPD 2026-02, H 2026-03, OLHCHH 2026-01, and PIH 2026-03 on this date. The notice reminds covered owners, PHAs, HUD staff, and related program participants that the elevated blood lead level threshold for a child under age 6 is 3.5 µg/dL rather than 5 µg/dL and explains how response requirements apply across public housing, HCV, PBV, project-based assistance, HUD-owned multifamily properties, and other covered target housing. It also sets up the enforcement start date that arrives on June 1, 2026.
